The Constitution of EFPTA

Article 1

Name: European Federation of Psychology Teachers’ Associations

Article 2

Aims of the Federation:

  • To share knowledge and experience of psychology teaching.
  • To Promote psychology teaching at pre-university level.
  • To compare curricula
  • To examine issues of staff training and development
  • To share information on teaching methods and materials
  • To compare examination/assessment procedures
  • To investigate sources of funding for exchanges and joint projects
  • To promote staff exchanges and joint psychology projects

Article 3

Autonomy of the Member Associations:

  • Member associations maintain their own identity and autonomy within the Federation.

Article 4

Membership, eligibility, application and admission:

1. Registrated association could be excepted as a member

2. Only one association within any one country is eligible.

3. Application for membership has to be made in writing to the Federation. The application must be accompanied by the articles of the association and details of numbers and categories of members. The Federation will determine the result of the application. A written decision will be given to the applicant.

4. The membership starts when General Assembly has approved the application and the Federation has received the first annual membership fee from the applicant.

Article 5

Termination of membership

  1. Membership of the Federation shall be terminated in the following conditions:
  • a) withdrawal of a member association from the Federation
  • b) expulsion from the Federation.

1. Expulsion

A member association can be expelled from the Federation in the following cases:

  • a) Actions taken that are deemed to be in disagreement with or in contravention of the statutes or aims of the Federation.
  • b) Default in payments of the due annual fee, despite the dispatch of three separate reminders by the Federation.

2. Termination of the membership of an association by way of expulsion, or recall of an affiliation, has to proceed along the following lines:

a.) A written notification of the proposal from the Federation to the association concerned, asking at the same time for a report on the relevant circumstances.

b.) The report from the association concerned with the relevant circumstances must be presented at the meeting of the General Assembly.

c.) A decision to expel a member or to recall an affiliation will take effect as soon as the association concerned has been informed in writing by the Federation.

d.) The association concerned remains liable for payments on which it has defaulted.

Article 6

Affiliates and individual members

National associations and associations drawing their members from more than one nation which are active in the field of psychology teaching can be appointed affiliates

Affiliates have the status of observers in the General Assembly, and are to be invited accordingly.

Persons can become individual members

Article 7

EFPTA has following organs

1. The General Assembly, which has the final authority within the Federation.

1.1.The General Assembly resolves all concerns of the Federation which Board are not able to decide by the Constitutions

2. The Board has President, secretary, treasurer and two vicepresidents. And also one member from each member association

2.1.Board carries out the decisions of the General Assembly, and operates the Federation between the meetings of the General Assembly

Article 8

General Assembly

1. The following persons may attend the General Assembly of the Federation: delegates of member associations, members of the Board and representatives of affiliates and individual members.

1. General Assembly will take place every other year between january and june. Date and place will decide by the Board

2. Only those persons who are official representatives of association members has right to vote. They should have a power of attorney and they have one vote in general Assembly

3. Asociation members must inform their representatives in written to the Federation

4. Invitation to General Assembly and Agenda must send to members at least six weeks before GA.

5. Board shall announce an extra ordinary General Assembly, if desired by at least one third of the member associations, with at least two months’ notice.

Article 9

Standing Order of the Board

• The Board elects a President, a Secretary and a Treasurer.

• The Board may invite any convenor of a Task Force to attend any meeting as an observer.

• The Board shall meet at least twice per year.

• The members of the Board are elected for four years.

• If one of its members resigns or retires mid-term, the Board may appoint a replacement to fulfil that function until the next General Assembly.

Article 10

Tasks of the General Assembly

Agenda of General Assembly

1. Opening of the meeting

2. Choosing of chairperson and secretary of the meeting

choosing of two persons who will check the Minutes

choosing of two persons who will count votes

3. checking legality and majority of the meeting

4. approving agenda

5. presentation of auditing, annual report and auditors statements from two years period

6. decision of comfirming auditing and giving freedom of responsibilities to the Board ond other responsible people

7. confirming activity plan, budget and memberfee for member associations, affiliate associations and individual members for following two years

8. choosing President, two vicePresidents, secretary and treasurer for following four years

9.choosing one or two auditors and depudity auditors for them.

10. dealing with memberapplications, affiliate member applications and retairments and rejections

11. founding possible committees for special tasks

12. dealing with other things (making decision of working period of President, etc)

13. ending of the meeting

If a member of EFPTA wants to have something to Agenda he/she must onform the Board in written of it no more than six weeks before meeting

Article 11.

Elections and procedures

1. The quorum for the General Assembly is 2/3 of the Member Associations. Decisions of the General Assembly shall be made by simple majority vote. However, a 2/3 majority of the total membership is required for votes according to articles on expulsion and dissolution, as well as for votes to change any articles of the Statutes or Internal/Financial Regulations of the Federation. Only delegates present in the meeting room, including the entrusted votes, can cast their votes.

2. Voting at the General Assembly (except for elections) shall be by show of voting cards unless a secret ballot is requested by a delegate. No postal ballots are allowed at the General Assembly.

3. Elections are conducted by secret ballot.

4. Minutes of the sessions of the General Assembly should be prepared, approved by the Chair and two persons. Then sent to Member Associations and to delegates not later than eight weeks after the General Assembly.

Article 12

The Executive Board and the Executive Council

1. The Executive council consist of one nominated representative per association (with one vote) plus the executive board (with their own vote) and 1 affiliate each and independent members by invitation

2 The Executive Board meets whenever the interest of the Federation requires it or when 1 member asks for a meeting. The quorum is 3 of its members. Votes are by simple majority.

3. The members of the Executive Board are elected for four years by the General Assembly and no member can serve over 8 years.

4. The Executive Council meets at least once a year.. The quorum is 2/3 of its members. Decisions are by simple majority. Each allegeable member has one vote. Where votes on a proposal are equally divided, the President, or if s/he is not present, the senior Vice President in office has the casting vote.

5. The Executive Council may invite any convenor of a Task Force or Standing Committee to attend any meeting of the Council as an observer.

6. Member Associations may nominate one representative to attend a meeting of the Executive Council as an observer.

7. If one of its members resigns or retires midterm, the Executive Council may appoint a temporary member to fulfil that function until the next General Assembly.

Article 13

Task of Executive Board and meetings

1. Executive Board has following powers and duties

a. to give permission to use funds according budget in General Assembly

b. to present report to GA

c. to present financial reports to GA

d. to make all necessary decisions between GA

e. to represent EFPTA

Article 14

Annual Accounts

Account period is a calender year. Accounts must be checked by auditors. They should give their statements no more than two weeks before GA.

Article 15

1. Language in the meetings is english. Minutes must be done both in english and finnish.

Article 16

Changing constitution and dissolving Federation

1. Changing of constitution must be done in GA by simple majority

2. Propositions must be done at least six weeks before GA

3. GA will decide of dissolving Federation. GA will decide how to use remaining funds by usefull way.

Article 17

Task of the President

Duties and Powers of the President shall be

1. to call meetings for the Executive Board and the Executive Council

2. to prepare and circulate notices of the agenda for metings of the EB and of the EC

3. to prepare and circulate minutes of meetings of the EB and of the EC

To arrange for records of the activities of the Federations

4. to perform the customary duties of the Federation and to represent the Federation as required by the Board.

Article 18

Task of the Treasurer

The duties and the powers of the Treasurer shall be:

1. To keep the accounts of the Federation.

2. To bank all fees, subsidies and donations.

3. To present a budget and statement of accounts and details of membership annually to the Executive Council, and to each meeting of the General Assembly in advance, at the latest in the final agenda

4. To make payments on the authority of the General Assembly and EC in accordance with the budget.

5. To collect dues annually from the member associations and to keep overview records of membership.

1. President or vicepresident shall sign documents on a behalv of EFPTA either alone or together with secretary
